A major Australian port authority engaged Prominence to develop a Commercial Options Paper to support decision-making for a large-scale infrastructure program.
The engagement focused on defining viable commercial models to support long-term infrastructure delivery, including the management and reuse of dredged material and identification of sustainable funding approaches. The project required the integration of complex technical, environmental and commercial considerations, alongside the need to present clear and structured options for Board and Committee decision-making.
Prominence worked closely with the client over a four-month period to consolidate technical and strategic inputs, identify information gaps and develop a structured set of delivery scenarios. This included the development of multiple commercial options, assessment of funding mechanisms such as user charges and levies, and the creation of a detailed financial model to evaluate returns, sensitivities and risk profiles.
A multi-criteria assessment framework was designed to support transparent and defensible comparison of options, ensuring alignment with organisational objectives and governance requirements.
The engagement delivered a comprehensive, evidence-based Commercial Options Paper outlining six distinct scenarios, supported by a financial model and strategic recommendations. The outputs enabled the client to present a clear and compelling case to its governance bodies and progress to the next phase of business case development.
