Providing experienced Gateway Review teams for independent examination of major programs or projects 

To assess progress and quality of high risk or capital intensive projects, a range of stakeholders can nominate a project or program for a Gateway Review. This requires rapid mobilisation of an experienced, independent Gateway Review team. Prominence regularly assembles these teams for government clients delivering major infrastructure projects and programs.  Background  Gateway Reviews can be instigated by project owners, agency Directors-General or Ministers or built in to project milestone approval points.  The objectives Prominence’s Gateway Review clients have sought to address have included:  assurance that a Financial Business Systems project was still required and affordable and supported by robust implementation plans assurance that a Corporate Reporting project was realising the benefits set out in the business case and that the operational service was running smoothly. assurance that a business critical ICT System is ready to be  deployed for service Our Approach  Prominence applies the Gateway project assurance review methodology as described by the Queensland Government Enterprise Architecture Program and Project Assurance Framework V3.0.0 dated November 2018. Reviews typically include:  A comprehensive start up meeting with the client Review and analysis of key project documents Key stakeholders interviews Regular feedback sessions with the Senior Responsible Officer to discuss review findings Formal Report outlining findings and recommendations. Value Workshop to challenge and strengthen an infrastructure business case

Before taking a brownfield development proposal to market, infrastructure owners need to ensure that proposals are optimised to meet current funding trends and market conditions. This case study demonstrates how Prominence helped its client shape the work done by internal teams to create a stronger business case for executive consideration. Project background Our client was an infrastructure operator proposing development of a new high rise carpark at one of its facilities. They required expert review and input to challenge and optimise an internally developed proposal. Our Approach Prominence provided an infrastructure sector expert for a Value Workshop that considered: Proponent risk – value, construction timing, approvals Collaborative development of structural options Means to engage with the consulting and construction market Industry expectations of alternate construction methods and materials We contributed to these workshop objectives by assimilating a complex range of constraints and contributing to development of creative and pragmatic solutions to key challenges. Results Prominence’s contribution to the Value Workshop enabled the internal team to reposition the project in the market and create a stronger business case to proceed. This included: Several previously unconsidered options arose and were explored with internal stakeholders Advice on a more commercially sustainable approach to market engagement Strategic advice on negotiating terms with suppliers to overcome a weakened position due to constraints
