Delivering a large-scale statewide community consultation program

Prominence was engaged to design and deliver a comprehensive statewide consultation program to inform the development of a major social policy strategy. The objective was to enable meaningful participation from community members, advocacy groups, service providers and government stakeholders across metropolitan, regional and remote areas.

Over a 13-week period, Prominence delivered a structured and inclusive consultation program comprising 14 facilitated sessions, supported by virtual forums and survey engagement. A trauma-informed approach was embedded throughout to create a safe and supportive environment for participants, ensuring sensitive topics could be discussed openly. The engagement included participation from a broad cross-section of the community, with qualitative insights captured alongside anticipated survey responses to provide a robust evidence base. Prominence undertook detailed thematic analysis to identify recurring issues, service gaps and opportunities for reform.

The engagement required careful management of stakeholder sensitivities, consultation fatigue and varying expectations across diverse groups. Prominence maintained rigorous processes to ensure insights were accurately captured, validated and transparently communicated.

The project delivered a suite of outputs, including draft and final consultation reports integrating qualitative and quantitative findings, and senior-level briefings highlighting key themes and policy implications. The program achieved strong participation and strengthened trust between the community and government. The final outputs provided a credible and defensible evidence base to inform future policy, program design and investment decisions, demonstrating Prominence’s capability in delivering complex and sensitive engagement programs at scale.
